SACRAMENTO, Calif. — The Clinic Funding Accountability and Transparency Act has reached a major milestone in its campaign, collecting tens of thousands of signatures, surpassing a quarter of the signatures required to qualify for the November 2026 ballot, just weeks after launching. The rapid progress highlights strong voter support for greater transparency, accountability, and investment in direct patient care and mission-related services at California’s community health clinics.
This growing momentum comes as California’s healthcare system faces significant financial uncertainty. Under federal legislation (H.R. 1), the state could lose as much as $30 billion in federal healthcare funding each year, placing additional strain on hospitals, clinics, and caregivers. Healthcare workers say this makes it even more critical to ensure every healthcare dollar is spent toward direct patient care and mission-related services.
“At a time when community clinics are facing massive federal funding cuts to programs like Medicaid, every dollar matters,” said Natalie Otero, a health educator at WellSpace Health in Sacramento. “But many CEOs of these community health clinics have betrayed their core mission by spending millions on executive pay and other non-essentials. These signatures show that Californians want their healthcare dollars spent responsibly and going towards direct patient care.”
The Clinic Funding Accountability and Transparency Act would require Federally Qualified Health Centers (FQHCs) to devote at least 90% of total revenue to direct patient care and mission-related services. It would also require clinics to publicly report their financials and spending priorities, ensuring transparency in how taxpayer dollars are used.
With momentum building across the state, the campaign will continue collecting signatures in the coming months to qualify the initiative for the November 2026 ballot.
