SACRAMENTO, Calif – Frontline community clinic healthcare workers gathered at the Sacramento County Registrar of Voters on Wednesday, April 1 to deliver signed petitions to qualify the Clinic Funding Accountability and Transparency Act for the November 2026 ballot.

More than one million California voters have signed the petition, highlighting strong statewide support for greater transparency, accountability, and investment in direct patient care and mission-related services at California’s community health clinics.

The Clinic Funding Accountability and Transparency Act would require Federally Qualified Health Centers (FQHCs) to devote at least 90% of total revenue to direct patient care and mission-related services. It would also require clinics to publicly report their financials and spending priorities, ensuring transparency in how taxpayer dollars are used.

Healthcare workers say this accountability is more urgent than ever. Many clinics have diverted funds away from their core mission, spending excessive amounts on executive compensation and other non-essentials. Some clinics spend as little as 57% of their funding on patient care. At a time when California could lose up to $30 billion annually in federal healthcare funding under proposed cuts, workers say every dollar must be spent responsibly and go towards direct patient care.
